you could try .coolfreepages (http://coolfreepages.com) They offer php3, 50mb, unlimited bandwidth, FTP, etc.

Then there's f2s (http://www.f2s.com) , but I'm not sure if they are accepting new signups yet.

There are plenty others, just go through some of the old posts and see what you find.
