Does it requires a static IP to transfer a .jp domain to a hosting account?

it makes no difference. all domains can point to nameservers.

.jp and .com are basically the same.

just like .bz and .net and .kg and .org are all the same

Doesn't .jp domains go in the form of www.blah121.co.jp?
