Look at my site, which was made using $0.00
it still looks proffessional, like what you would get using paid services, and i'm getting good traffic now too!
i used 2 different servers, netfirms and liquid2k.
tell me what you think.

Normally, the navigational frame is fixed-size and the content frame expands to fill the width of the page, you seem to have it going the other way 'round. I'd ditch the frames all together, or at least remove the white space between them so they blend in more with each other. I like the colors in the content frame (or lack thereof, I'm rather partial to grayscale). I might add a bit of a page margin though, I don't think it looks all that great pressed right up against the left side. The table background (the broken white line thing) repeats in Netscape and Mozilla over all the cells, which I doubt is what you're going for. To fix the problem, just make the larger table cell in which all your text is going have a black background color, I think that would cover the repeated table background.

Take Dusty's advice and mine, just use tables and ditch the frames.
If your going touse frames then put the navigation one of the left side and make it still.
I wouldn't shell out $1 for a web site design myself either. But for CGI scripts and stuff, thats a bit different.

Also, bgcolor goes in <td>, not <tr>, and in your navigational frame, you're linking to the images with backslashes (example graphics\home.jpg), you should be using forward slashes (graphics/home.jpg). Mozilla (and presumably IE) correct it automatically, but Netscape 4.x doesn't and the images show up broken.
...and I really do recommend getting rid of the frames.

Ok people.
Thankyou to everyone who replied. You all helped me. (except the few ppl in the end who just kept talking about how hot that anime character is :)
Well, i really appreciated your advice. I will do everything suggested. I am currently in designing the new layout without frames, viewbable with other browsers etc. I'll tell you when the new layout is up.
