Not really free.
The best thing is get your own server or get a pay host.
YUPAPA is a good one. My emulation site was there before.

www.69megs.com - unlimited space, unlimited bandwidth, and says nothing about roms in their tos (i think)
www.freewebsites.com - 50 megs, no file size or bandwidth limit

it doesn't need to have anything said about ROMS because it is understood that ROMS are illegal copies of games.

If you were so intelligent, you would know that unlimited bandwidth does not exist, ROMS are illegal, and that 200 MB doesn't even come in some pay plans.
