The lowest you can expect to pay is about $99 per month and even then there are setup fees.

Currently I only know about Atjeu (http://www.atjeu.com/blowout.html)'s plan without setup fee - but it is $99 per month, requires 6 months contract and the server is Cobalt RaQ 2 with only 16 MB of RAM and 4.3 GB disk.

No, I am wrong! Just searched my own directory for "setup fee is $0" and found 13 plans from 10 companies. The cheapest one is from Introscope marketing (http://www.cyberhostit.com/colo.html): $75 a month and no contract.
