Your requirements are a little to small for a VPS in my opinion. cPanel, would eat a lot of the 3gb up just by itself. Not to mention the reduced usage you can have on the account. With resellers you get the full use of the server if needs be. With a vps you are restricted.

Well then in my opinion a VPS that has access to only limited resources is not your best choice. Im struggling to grasp why you think you need a VPS. I personally think you should be better of with a reseller plan.
