yes but now VPS or dedi because all shared plans have a problem with CPU utilization.
To get a Reliable VPS or a custom dedicated server with a budget of less than 5/month is impossible. You certainly need to raise your budget by a quite a few $$ to get a VPS from a reliable company..

Dedicated servers do not come anywhere near $10/year, same with VPS's, the cheapest VPS you will find is $9.99/month, and that is with about 128MB or RAM, no where near 1GB.
On your request, you are looking at about $50/month on a VPS, or $90/month on a dedicated server.
i am sorry one here said he will provide dedicated server for $100/year so I though it is cheap.

lol i think u misread 100$/month to $100/year or something like that somewhere in this forum.
proxies consumes too much resources and also not allowed in some locations.
The offer you are referring to was $100/month, not $100/year
Proxy sites are not suited for shared hosting, they us too much CPU. And if you do find a site that allows them, they wont have good uptime
