Ok it may will a stupid question from me. I'm just wondering can you encode/converting media file at vps ? I know it will consume a lot of ram and cpu usage. My another question any vps provider allowed that ?

transcoding music in linux (for example) takes a lot of CPU. However, in Windows it's almost nothing. Maybe you won't use that much CPU in Windows for encoding videos.
Now, if you are on shared resources (fair share CPU) then you can get into trouble
