Not sure what to title it.

    Hello,

I have hosted a file on my server, and when 2 or more people try and download it, it won't let anyone access the website/the file.

    I have a Celeron 3000MHZ, 1GB Ram, Debian OS.
It Shows up using 0.5GB RAM, but it has 0.5GB Left?
The CPU usage is still around 0.00-0.50.

What could be the problem, i know Celerons are crap, but this is just ridiculous.

Are you using something to serve / sort the downloads? Like a File Manager or something that lists all the files other than a directory. If so - check mysql + php for max incoming connections. Mine is set to 450.
