VPS needed for small webhost

here is what i'm looking for:
ability to pick os (newest debian release, etc.)
xen compatible
unlimited sites/email/etc as i will be hosting bind9 and everything else i need
at least one ip to start
15gb storage (raid or some kind of backup would be great!)
256mb (or better) ram
100mbit (i don't care if it doesn't max out, i just don't want 10mbit)

here's the catch: i want a host in an area without internet laws that will restrict what information i put on my site. i don't plan to have any porn, warez, or the usual illegal media, but i very well may want to host information that would get a site hosted in the US shut down (more info on request).

i plan to host between 3 and 10 sites, so once things are set up i'm sure i'll need to upgrade, and flexible upgrade options would be a serious plus.

I see that you are looking for an offshore vps.

Southwest Technologies is a good 1 I have found. Here are their Offshore VPS plans,
