They are actually banned, it says so in the rules, but no one seems to care, once the user asks it seems almost a tradition to bombard them with offers untill the thread is locked or on page 2 .... I am hosting the guy, but the OP is supposed to post and notify the other hosters when they find hosting, again, totally ignored by almost everyone ...
