Strange that it is off in minutesDoesn't matter where the server is, there is no timezone that could be in.
Turn off DST correction setting in your option section in your UserCP.

Never use forum time options to be aware about time, never though that anyone pay a lot of attention on it.
Isn't DST adding 1 hour and not 10 minutes? And yea, it's slow by 10 minutes here too.
