I think your vision is a great one. I have always agreed that it is inappropriate to block all Chinese users because a few abuse the service. On the other hand, I can see that for some hosts that is the only repercussion available. It is a real shame.

Yeah I think that discrimination against other languages in hosting should not happen, both directly and indirectly. For example many chinese people are unable to join post to hosts simply because they can't post in English. I plan to stop this with my post to host, which has a multilingual section . we hope to translate all our plans, toses, etc into all languages and make everybody feel right at home. Sadly I have to agree on both counts. A long time ago I worked for a free hosting company with auto sign ups and they ended up blocking about 70% of the planet via .htaccess :/

There will always be some people who will take advantage sadly.
