[Request] Free hosting

I have a website hosted with another host but the service is very slow and I require a much more stable host, who I can have a close host to client relationship with. Preferably I require a host whose servers are located in the UK. This would be great benefit for me for speed and stability.
My website consists of several pages at the moment about my project which I am working on with a team of people. Currently there are only a few php pages but when the project starts in development (around mid-june), other web software like forums will be put in to use.

Here are my requirements:
Cpanel, directadmin or a other good controlpanel
No forced ads
250mb+ webspace
5 GB+ traffic
Php
2 Mysql databases
.htacces support
A reliable host, with a great uptime and fast servers
