A lot of people are finding cloud hosting to be nothing more than the latest marketting gimmic. They tend to be rather oversold relative to the cloud's actual capacity.
Plus due to the tremendous overhead costs of building a cloud arrangement, it is really only accessible to the larger hosts. Which probably explains the high overselling rate.
Possibly in the future as datacenters start offering resellers of their clouds to use it will become more practical for the smaller hosts to invest in, but at the present time there is no cost-effective entry without a large investment and a very slow painful return.
