I suppose normally we refer to the bank which support phone payment. For security wise, I'll follow the rules of the bank.

Do a web search on 'Micropayments' it's a common term for SMS/mobile/voucher payments, there are processors but maybe not for your location, or that will accept for you from other locations without really hiking the costs.
