Unfortunately, that isn't the case. That was 4 years ago. The policy has changed many times over since then.

Specifically:

2. Coverage.

The following items/cases are not covered:

Non-tangible goods, services, gift vouchers, airline tickets, downloads, software licenses and other non-physical goods.

PayPal Business Payments are not eligible for seller protection.

Payments for all other kind of items are covered by this Seller Protection Policy.

Claims, chargebacks, or reversals for significantly not as described.
Intangible purchases (for example: services, online games, hotels).
Items that you deliver in person.
Transactions made through PayPal Direct Payment or Virtual Terminal.

When you are not covered:

Items are picked up locally or delivered in person.
You sell services, intangible items, or digital goods.
You receive multiple payments for the same item.
You've received a claim or a chargeback, and the shipped item is found to be significantly different than it was described.
Example: You describe a new laptop, but send a used one.

Items that are not shipped to the recipient shipping address on the transaction details page. Paypal is leader of payment gateways and the second comes 2checkout and the theird is googlecheckout. paypal is the widely used one and mostly secure as it don't have any fraud issues.

Say what??? PayPal accounts are hacked and used fraudulently all the time. Terrible to be a host on the receiving end of a stolen PayPal account (or credit card).

Me too, received so much payments which paid using stolen accounts.
But anyway, most of those stolen accounts are phished from the account owners...

some countries can not use paypal.

I have seem some bad feedback about 2Checkout because of their increase in rates. We use paypal and google checkout.

We like the security of Paypal as well as Google Checkout. We have not had any problems with disputes to date.

I personally use PayPal as my primary payment gateway. Why? - Because it is easy and fast to use. PayPal is also very well known which makes your business/website looking more trustworthy. As far as I am concerned PayPal also has some of the lowest transaction fees.
