I am looking for shared hosting with the following specs just to run clientexec.
I need;
• Dedicated IP Address for an SSL Certificate.
• Low cost Shared Hosting (Don't need to worry regarding the bandwidth or space, but maybe 2 - 5gb space, and 30 - 50 gb transfer?)
• Included clientexec license (I will rent it off you)
The budget is basically around $7 - $12 a month. I would prefer the server location to be in the USA (East Coast) or within Australia.

Make the budget up to $15 a month. I have come up with a way to do this, but would prefer to have everything billed to the one place, and not have to monitor anything there.
Clientexec cant run on shared hosting, you need a reseller account to do that.

Out of curiosity, why are you looking for an east coast server? The west coast would provide substantially better performance to Australia.

Yes, ClientExec will work on shared hosting. I'm assuming you're going to be storing the database itself on it's own individual server (VPS/Dedicated)? If so, I may be able to offer you something - feel free to PM me.
I find that a connection to the east coast is better to Australia then to the west coast.
Not really, I am looking to have the whole ClientExec application and Database (which is likely not to be too big) hosted on the 1 server to prevent any additional loading times required to connect to an additional server. I will be backing up the database in Zipped SQL format to a remote server though.

Not really sure any server on the east coast could beat 10 hops (3 are internal on our network) to Australia, but I'm open to be proven wrong with traceroutes.
[EDIT] In fact, as you see on the first set, the route goes through California from the east coast. That's usually the case. Almost every east coast datacenter I know will route traffic through California, going to the Pacific or Asia.
