Find a program on the internet that protects folders. There is probably a bunch.

Have your own user, and make certain folders only accessible to hat user.

Windows ME.
It will only work if compress folder is installed. On windows 9x, you may use Winzip and or ms plus 98. on Windows ME, 2000 and XP, its on Add-remove programs. You may also use WinZip on that plattforms. If you dont want to zip the folder, then, you may use desktop.ini (just like .htaccess on linux). It will only work on FAT32/NTFS file system. It should work.
