Depends on what format of mpeg you are using? If it is mpeg-1 then windows video editor can do it. Also, windows video editor is available for download on almost all operating systems. If the video is mpeg-2 it currently won't work on any editors I know of:
Premeir
Windows
Dc-10
video wave
You would have to BUY or find a demo of an encoder that would take hours to encode into the right format.
