I Need a New Host

I was running a url redirect service at 4w4.net. I have accumulated around 900 members, but the site is always down now because i guess the provider banned my ips. So i want a host who can host a redirect service for me(unlimited subdomains, wildcards enabled, etc). I need around 8-10g a month for about $10 a month and must accept paypal. I prefer to let this site sit around with out a lot of maintenance, so i need a host who doesn't give a crap if i don't delete every "inappropriate" site. Since I'm not hosting ads on the members pages, i'm not too picky about who or what signs up.

I don't know if a host will accept to host you, as your above phrase, breaks the TOS of all the reliable hosts I know. So I see 2 options : 1. to be more carefull with the people that sign up and get a good reliable host 2. to find a host that accepts to close an eye, but these hosts aren't the most reliable!
