fastclick put the full CPM rate on the members pages but publishers only make 65% of it, fastclick have the 35%. And i suppose it is good to have an ad network but its alot to take on with cheques etc.
How do places like fastclick and others make money? How do they even get the ads? Do they keep a cut of the ads and if so is it worth it to make your own ad company?

Advertisers are the entities who advertise.
Publishers are the people who publish content on the web (or through email) and host the advertisers' creatives in exchange for revenue.
Most all networks take a cut. Most of the time it is around 20-25%, fastclick claims 35% but they are one of the best networks around.
