I like the design, very unique. The frames fit in nicely, tho' I'd suggest to make the scrollers coloured.Also, expand the "Content" table part of the site so you don't have that blank space there. Otherwise, I really like it.
The site is http://vietcongworld.uni.cc. The game Vietcong is not yet released, therefore, many sections have no content (how can you create mods for an unreleased game?). I'm gonna assume that the site is a little heavy on 56K users because of all the graphics.

too may scrolling bars...so it looks a bit confusing. How about expand the content/table thing so it fits exatly in the frame, so you can get rid of the scroller...if you know what i mean

Actually the width should be greater. A link bar will be small.

It's pretty hard to navigate but the color scheme is nice and I don't mind the frames so much but it is somewhat confusing.

I like that layout ALOT... Just some advice... you should make the content table bigger (widthwise) as there's a fair old gap over to the links table... Also i can imagine that people with 800x600 resolution will have to scroll alot, so maybe you could do something about that.. overall 8/10

BTW can I add, in my resolution (800*600) the middle frame scrolls across which it shouldn't be doing.
