    What I recommend:

Western Digital or Maxtor 60 or 80Gb 7200 RPM Hard Drive

Any AMD XP Chip (XP 1600+, XP 2100) with compatible motherboard

Note: most motherboards have built in sound, and video. but you may want a better video card so try to get a motherboard with an AGP Slot.

At least 256mb of ram. ( I prefer DDR, but if you get DDR, expect to pay a lot more than Sdram. Also make sure your motherboard supports DDR Ram opposed to Sdram).

G-Force3 64mb video card (or a 128mb video card if you are into heavy graphics or grames).

    56X Cd-Rom (But a 52x will do the same)

40X Burner (the cost of a 40X burner is very cheap now-a-days).

DVD Rom (if you want one.. a 16x dvd runs for like $60 bucks).

Computer Case (Mid tower will do just fine. I prefer the ones that have the side panel that opens. a good 350watt power supply or 450watt power supply is a good idea). Cases can run anywhere from $35 to $150.

15" Flat screen (runs for around $300 bucks)
    or
17" CRT Monitor (runs for around $119 bucks)

    3 1/2 Floppy (cost: $15-20 bucks)

    10/100 ethernet card ($35 bucks)

    56K Modem ($35 bucks)

The trick in building a new system to plan for the future. You may not need a 10/100 ethernet card *NOW* but who knows down the road say 3-6 months??

If I was to build another system, it would contain the hardware I listed above.

Any documentation within this post is completely my opinion and only should be taken as a guide. I have not done research on prices (I just assumed from what I pay for them at wholesales)
