if its for specific people i'd recommend you join topsites and FFA links that are some what related to your site.
Another way is to join search engines, banner exchanges (can pick site type)
and so on..

one thing though, if you are going to go down the FFA route then create an extra email address. i used a FFA submitter and have been a victim of non-stop spam ever since.
I have a "board" working with a vouch system: People can get vouching-points for "vouching" someone else on it
