I need some hosting for a service.

I am currently running a free dynamic signature service for people to have recently played songs in a signature. I am currently hosted at a site however the bandwith is not large enough for the website. I need around 5-10GB of bandwith monthly and around 200mb of space. I would like to have free hosting. The server needs to have GD libraries, .htaccess, mod_rewrite rules and freetype installed. I would also like to have cpanel but that is not required. I need to be able to park a domain also.

The site can currently be seen at http://www.last-sig.be
A new site will be produced possibly soon with better navigation.

I would prefer to have minimal ads. Does this host have these scripts installed.

Yes they have "Script Library" in their cpanel which offers 40% more scripts then Fantastico.

That site is down and I havnt been able to access it for sometime. I am willing to spend $1 a month.

I went to the google search page but I do not know what you mean by signing up to an ad account.
