Cool Free Host.com
I jsut signed up to these guys to host my FREE LEGAL copy of vBulletin VERSION 1.0.1 LITE as they offered MySQL and 30Mb of space, but in the email you don't get any information for MySQL and where it is and database name etc.
I used CAPS to make sure that you understood it it a legal download from vBulletin and not a warez copy as someone thought

MySQL Support
Q: I signed up with Cool Free Host. Is my own MySql database created automatically? If not, how to create it?
A: MySql database is NOT created automatically for you because not all of our webmasters need it. To create your own database please contact mysql@coolfreehost.com and provide us with your account number that you receive from us for FTP login and your current password for FTP. We will configure MySql and notify you when ready by e-mail.
Q: I have my MySql database installed now but which host should I use in my php program to connect to it?
A: To connect your MySql please use "localhost" as a database server

Vbulletin dos NOT work on colfreepages.com
they dont suport the mail() munktion so you cant seda mail and messages on the bord
