This is the first webhost I found that is free and with no ads, and that supports PHP and MySql. It does not support Post 2 Host, but an FTP program should not be a problem for most programmers. I thus reccommend this webhost for beginners and the more advanced as well, if it does not suit your needs you should use a service of your own.
