when you use media encoder, you will get a link like mms://127.0.0.1 and then you can enter that for the URL for Sopcast.

I think that I heard that if you live outside the USA and are not recieving any payments from clients in the USA, you are fine :) A server does not count as server activity last time I checked (it was in Webmasters World).
