Unfortunately most paid hosts will not allow you to host any kinda of irc related servers,bots and things alike. So finding this for free, especially with those requirements is extremely improbable.

You should be fine for MOST scripts that require a database to use a single one. Simply make sure that the prefix for the tables that a particular script creates varies from any other scripts, which should be fairly easy to do. Alternatively as long as the scripts don't actually have tables...

I'm going to make this as short as possible: No. You will NEVER get this from a free host, it's hard enough finding a paid host that allows you to host IRC related software, think of how hard it's going to be to find one that allows an IRC server for free.

It's not illegal to host unlicensed anime per say. The only problem is as soon as it becomes licensed you have to stop distributing it. The problem is that every episode is going to be 200mb+ so the bandwidth is going to be gone within one day and this doesn't ever work out for free. Hence...
