If you look closely, it's only a network uptime guarantee. Most any host wil give you that. The server that your on could have a 30% uptime while they're still meeting their 100% network uptime.

It's not something the host has any control over. If the host's provider offers a 100% network uptime then the host will obviously offer it to their clients. Quite a few providers, Internap and Peer 1 (where you're at) to name a couple, both offer 100% network uptime. Obviously a provider like Cogent or something isn't going to offer 100%, but the top ones will.
