No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant.

How should someone understand this statement?

The page does not contain any content other than "ads".

You can't display their ads on pages that are meant to display ads. You have to have other content. Not just ads.

You need content as well as ads.
ie. You cant make a page with just ads and high paying keywords.

Ads are formed accordinglly to the content, if there is no content, there shouldn't be an ad either.

The wording is a bit ambiguous, but I think they just don't want you to put up a page with nothing but ads, where visitors have no choice but to click on an ad.

That means you must not create pages only because of placing Google ads there. So keep to valuable content.
