Free Windows Hosting CP

I want to offer free windows hosting on my server but I cant find a good CP to offer. The CP is not necesarry but it would be nice, regardless, I can not even find a script to automate account creation.

The only thing I have found is zpanel which i have heard is not reliable.

Does anyone have any other ideas for a windows account creation script or a CP that is free?

Windows Hosting doesn't allow CHMOD access by the way, do you still wish to offer it?

Windows hosting doesnt allow "CHMOD" but in most windows CP a user can change permissions on child directories and files.
