A proxy site can consume a lot of resources and control panels will only count traffic from site to user.

Source -(not counted traffic)->Proxy-(counted traffic)->User

I guess the best solution is an VPS, just let us know your budget and i'm sure that i can help you with your project.
 
well im currently paying $6/mo for sharrd hosting not too worried about other resources, as long as cgi and php is available.

I wouldn't try using shared hosting for a proxy site... Get a VPS or Dedicated Server instead or you'll find your site will be suspended very fast and you most likely won't get a refund.
 
Most hosting companies will not allow proxies on their servers due to the intense load. I'd suggest you buy a VPS.
