I run a website dedicated to a singer, and I need a new host. It'd have to allow mp3s, ram and video files, so I also need about 250MB of space and I guess about 15GB bandwidth for start.

Not more than $10/month, than you have to look for those not using CPANEL as they are more expensive.

And also those using COGENT T1 bandwidth.

They sure can offer you very cheap price. If you can find one using WebCP, it will be even cheaper. But I can't remember which company is that, they offer something like 20Gb bandwdith, 1 Gb disk space at only $6.50/month using WebCP.
