I need dirt chip webhosting

I'm making a website for an afterschool club and I need a dirt cheap webhost.

Must have:
cgi php
ssi
at least 5 mb of webspace
and able to host a domain.

Thats about it. Cheapest is 5 bux a year for 25mb at bizarre-host.com

And cheapest place to buy a domain is godaddy.com right?
