I would not count on a host soon, specially not when your site language is NOT in ENGLISH.

Why don't people start with a small(er) account and see what they really need ?

You probably not gonna get much luck anywhere you go with a request like that. You are asking for a Master Reseller to provide you a free reseller account? Basically your requesting a $20-$50 dollar package for free. That is a big loss to Master resellers. My suggestion would be to make an offer to some of the resellers on FWS.net offering something to them for there time and space.
