Comodo PositiveSSL is pretty much the cheapest I have. $2.99/year sound good?

Yes...Paypal will work. I'll get you a link.

If your server is set up to use SNI you don't need a dedicated IP. Otherwise yes, you would need to dedicate an IP for the SSL use.

It is pretty new as far as cPanel is concerned. We have been running it for about a year now...maybe less than that.
