No, you can dial anyone that has the program. You can pay 29.99 yearly, and call anyone unlimited, which is a hell of a deal for phone service. Typically, you pay upward of 35.00/monthly for phone service.

There's nowhere that calls mobiles for free unless you're willing to pay a monthly fee of some sort.

They're just too expensive, you won't find a co that'll do that without one catch or another.

Skype is the best, I paid $15.00 USB and get unlimited calling all year.
