Whenever I try to submit my site to dmoz.org, it always time out. Any idea on it?

You can try submitting to http://directory.google.com/

It uses the same ODP repository as dmoz.

Google only redirects to the dmoz submission site, so it still ends in an error.

Does dmoz.org display a confirmation screen after adding a url? It took a long time so I went for a cup of tea, and when I came back it appeared untouched but it said "Done".

We're still having some backend problems, the techs are working as hard as they can...it's impossible to edit too, so you won't be bashed for multiple submissions unless you submit to different categories :classic2:
I don't know if there's a confirmation page or not, I haven't submitted anything through the public interface...ever, I don't think.
But these are, as they may be saying, internal server errors, not your fault :classic2:
