My guess is that he's looking for the 'best' free web space host... But that would be a subjective answer. There is no 'best' host. (Waiting for somebody to misinterpret that)

well...if you're looking for a free webspace provider, I think that thefreehost.net offers quite a lot...

You can get free unlimited webspace and a subdomain. It also has a page builder if you don't know html. If you already have a website and you just wanna put it up, we have ftp access so that it makes it easy to do that. If you want to learn html, we also have links to that too!
