Windows Servers + Cron + Hosting = Doom?

I was thinking and cron jobs can be dangerous in a hosting enviorment. So if you give out hosting accounts (Free and paid) and it's a windows server then can't users upload a batch file that use the command that shuts down a computer and set a cron job to do that file ever 1 minute then the server will shutdown then as soon as it comes back online 1 minute later it'll come offline again.

Crontab is a linux thing.
Windows boxes have "Scheduled Tasks" thing and you can only edit that through RDP with administrator credentials.

Cant comment about helm/plesk as I've never used them on windows.
Hosted users won't have as much access to the server to be able to shut it down. They'll be limited just like they are in linux.
CMD is just like Shell on Linux, the hosted users won't have access to it unless you say otherwise.
