Phone verification means nothing; not with Skype. They could easily get a phone-number in the location that their card states; and go from there.
Sure they could but most are not that smart. Also you can normally tell a VoIP line from a normal once, also you can get an idea of the age and motivations of the person by talking to them, thats why i think auto matric verification sucks need a human. Also if they are going to be a big customer they should have some questions for you.
As always its just part of a number of layers of protection. Phone verification on its own wont stop all your fraud orders. In order to buy a dial in number from skype they need a credit card and have to provide an address so its another dangerous step for a potential fraudster.
