Well you can try RackFree. We are one time post to host.

15 points (about 5 posts) and you can have a gig of space and 5 bandwidth. cron is included. and we have a vps :). oh and we are democratic - community makes the decisions

The only feature I am not sure about is OpenID. I should be able to offer it, only it hasn't been tested out. But you can check if that's working yourself.
