I'm searching for a dedicated server based in Europe w/ windows 2003 server edition.

No Panel is required just the server with remote access of course.

Specs,

Intel Process, Dual core or Quad
4GB RAM or more
500GB Space minimum
lots of bandwidth

Where in the US are they based?
Also If maybe I'm able to have an IP which I can ping. Because my only issue is ping that's why I requested them in Europe.

So does thata mean you will probably interested in US dedicated servers?

If you are using good dedicated server which is locate in US in good datacenter I believe you will be able to get good connection speed. Of course that would be different but not visible
 
I would suggest you take a look at http://www.limestonenetworks.com/ as they are the datacenters and provide great offers on deds. However seeing you only have paypal, i m not sure if they will be the best choice...

You can try turnkeyinternet.com but they are not as good as limestonenetworks....
