Newbie looking for reliable host

Hello All. I am finally taking the plunge and want to set up my own website.
I need a host which offers sitebuilder as I know nothing about web programs
so it has be simple as possible for absolute beginner. Also I dont have a
credit card and can only send funds by western union or wire transfer.
For wire transfer my bank in Hong Kong charges US$20.00 per transfer.
Also my budget is US$75 per year but I need a host who will guide me

Need including domain + webmail

Thank you gents for all the offers and I had forgotten to mention that I need the price including domain name (1 year registration) and email/webmail. Also just want to make sure if I need to increase the number of pages on my website at a later date is there any additional charge ? I am sorry to be asking so many questions but this is really a new world for me.
