No ad free hosting with Site Builder Anyone?

I run a forum that have several users that have sites built at 20m and freewebs. I am looking more options for them to build their sites. Mostly small sites about Race Car Drivers.. I have found a couple free hosting sites that have great offers but none with a built in Site Builder with templates. I could offer them hosting myself but most of them are so used to the site builders and not Front Page or an ftp client.
I would spend more of my time trying to teach them to use the programs than I really have.

Features I would like to see:
100mb or better hd space
1gb of bandwith
Ability to point domain to servers or use free domain
Guestbook
NO BANNER ADS
FTP/FrontPage Access
Easy-to-use Control Panel
No forum posting or referrels required.

Would be nice to have these but not a big issue
MySQL Database
Forums
PHP, Perl/CGI-BIN
