Proxy hosting required, script will be heavily tweaked so it does not consume any more than 30 GB a month, willing to place a text or banner link on the homepage and on everypage the proxy is on
 
30gb is still alot considering it's a proxy.
you should get yourself a dedicated.
 
It normally averages about 15 - 20GB, 30GB was an overestimation, anyone willing to help will have your ads on the homepage and on every proxified pages, except no forum posting, and my own ads on the homepage and proxified pages too. FTP is not required, preferrably the ability to forward the site to the IP address from my registrar.
