Why do certain words make a site important, why do people con others to say they can make it more important (not aimed at yourself)

the site is very informative,
the design is good and the site looks very clean and professional
use bold headings so that they appear prominently
seo_tips.html is not working

For me is too simple, and some links does not work:
'You don't have permission to access /article/ on this server'
