I am looking to buy small forums that are not yet developed.

If it is vbulletin based forum, i dont require the forum license as i have two spare s with me.

I am not looking to spend a lot on each site.

What exactly are you buying? Do you want the database? The domain and site that hosts the forum? May you be a little bit more specific? Thanks.
